The Upward Mobility Framework centers equity by addressing systemic barriers, particularly those rooted in structural racism, which hinder upward mobility and perpetuate poverty. The Framework uncovers and challenges inequities embedded in local systems and institutions, with a focus on racial disparities, to create conditions that support equitable outcomes for marginalized groups. In this brief, we discuss how equity is defined and how we center equity in the Framework across the Predictors, Mobility Metrics, and provide planning and community engagement resources. By centering equity, the Framework guides communities in dismantling disparities and building inclusive pathways to upward mobility.

This approach not only fosters inclusive growth and economic benefits but also builds trust and tackles interconnected inequities for sustainable progress.

What Are the Key Components

  • The Upward Mobility Framework was designed and developed with consideration for racial equity.
  • The predictors of the Framework were chosen based on evidence that showed they have a strong effect on mobility from poverty, cover all domains of community conditions, affect people at all stages of the life course, and can be reasonably influenced by local programs and policies.
  • The Mobility Metrics were chosen using criteria that included the capacity for disaggregating the data by racial or other subgroups, and data availability for every county across the US.
  • Along with the Framework and Mobility Metrics, we provide supplemental tools, guidance, and resources that help facilitate understanding and action in service of engaging communities and boosting upward mobility.
