Upward Mobility Cohort


The Upward Mobility Cohort was an 18-month training and technical assistance opportunity that supported eight communities across the US in using the Upward Mobility Framework. The Urban Institute provided the cohort members with intensive one-on-one coaching, monthly peer learning opportunities, and data and planning tools to help them develop Mobility Action Plans that described local mobility conditions and included strategies and solutions to promote upward mobility and racial equity.

The eight communities in the cohort included:

  • Alameda County, California
  • Boone County, Missouri
  • Philadelphia, Pennsylvania
  • Ramsey County, Minnesota
  • Riverside County, California
  • St. Lucie County, Florida
  • Summit County, Ohio
  • Washington, DC

From January 2021 to June 2022, each community analyzed their Mobility Metrics and other local data, partnered with community members and organizations to understand community conditions and priorities for mobility and equity, identified current and potential actionable solutions, and engaged with peer communities to share best practices and address roadblocks.

Mobility Action Plans

The Upward Mobility Cohort resulted in the creation of a set of Mobility Action Plans. The plans describe each of the eight cohort communities’ goals and strategies for increasing mobility from poverty and reducing racial inequities.

Urban documented what we learned from the cohort and used those lessons to inform the development of new training opportunities and resources for meeting local needs as well as updates to the Upward Mobility Framework and Planning Guide for Local Action.
